To test take a 3"x 3" piece of plastic and securely tape all sides to your concrete floor. Let it sit for 24 hours. If there's moisture under the plastic when you lift it, moisture is seeping through your concrete. If there is moisture outside of the plastic, you may need a dehumidifier. Moisture problems in your basement can often be solved by cleaning gutters and making sure your downspouts are routed away from your house.

Another important test is to find out if your concrete has a sealer applied. Drop a small amount of water onto the surface. If the water beads a sealer has been applied and paint may not adhere properly.
Once you've determined your concrete is ready for paint, preparing the surface for good adherence is a must. Small dust particles and any greasy spots must be cleaned. Follow preparation instructions that come with your basement concrete floor paint precisely. Also, make sure after cleaning that your concrete is dry before beginning to paint.
